The cooling or thermal energy needed for Climate Control is produced locally in each air conditioned zone or space and transferred freely between zones or spaces with different heating or cooling requirements using "neutral" water as the exchange fluid with a consequent reduction in energy consumption. Any nett gain or loss to the building is handled by a separate Chiller and Boiler combination or more efficiently by a Heat Pump Chiller to maintain the Loop Water circuit within a fairly wide range of acceptable temperature.
